Why Read-only appmanifest is not a guarantee
Some guides recommend marking appmanifest_1091500.acf Read-only. That can interfere with normal Steam state management and does not reliably guarantee updates will never happen. Prefer a separate test copy, keep Steam from auto-updating that installation when possible, and back up any working version you rely on.
Never mix versions: 2.13 game files with an unrelated Phantom Liberty update can cause load failures. Keep your save backups separate from downgrade experiments.
